The uncompensated taking of the property of United States citizens must be resolved before normal, productive trade and tourist relations between the two nations can be restarted.

The taking of property of U.S. citizens and corporations is a basic violation of international law. Cuba has one of the most energetic and highly trained work forces in the Western Hemisphere. It would be a tragedy if the educational and creative skills of the Cuban people were not fully realized because their government refused to settle its rightful obligations. The United States trade embargo would not be in place against Cuba if this nation provided fair and reasonable compensation to the original owners of the Cuban properties. The Cuban government has settled its property disputes with all other nations.
