U.S.-EU Agreement

While our allies and major trading partners have, in certain cases, disagreed with the United States on the embargo with Cuba, they do agree that democracy and human rights be encouraged for the Cuban people. On May 18, 1998 President Clinton reached an
"understanding" with the European Union (U.S.-EU Agreement) that the supporters of the Agreement declared would establish a multinational approach to promote democracy and property rights.
