What is U.S. government policy on property claims?

U.S. government policy has focused on the use of economic sanctions, particularly the trade embargo, to maintain pressure on the Cuban government for democratic change.

As stated by a high-level State Department official in testimony to Congress, "One of the reasons for the imposition of the embargo was the Cuban government's failure to compensate thousands of U.S. companies and individuals whose properties, large and small, were confiscated after the revolution."
